Former Ang Mo Kio Town Council general manager charged with corruption

The former general manager and secretary of Ang Mo Kio Town Council (AMKTC) was charged in the State Courts on Wednesday (14 March) with 55 counts of corruptly accepting gratification.

Wong Chee Meng, 58 also known as Victor Wong, allegedly received $107,000 in bribes from two individuals â€" Chia Sin Lan, director and shareholder of 19-ANC Enterprise Pte Ltd (19-ANC) and 19-NS2 Enterprise Pte Ltd (19-NS2); and Yip Fong Yin, project director of 19-ANC and director and shareholder of 19-NS2 â€" as an inducement to advance the business interests of 19-ANC and/or 19-NS2 with AMKTC.

The alleged amount included meals, entertainment, overseas remittances, discount on the purchase price of a car, a mobile phone line and employment for Wong’s daughter-in-law.

Separately, Chia was charged in court on the same day with one count of count of abetment by engaging in a conspiracy with Yip to corruptly give Wong a $13,500 discount on the purchase price of a car as an inducement to advance the business interest of 19-ANC and/or 19-NS2 with AMKTC.

Chia, 62, was also charged with 54 counts of corruptly giving Wong gratification as an inducement to advance the business interests of the two companies.

Both Wong and Chia said through their lawyers that they intend to claim trial. District Judge Brenda Tan granted bail of $100,000 each. Both men will be back in court on 11 April.

In December 2016, it was reported that Wong was being investigated by the Corrupt Practices Investigation Bureau (CPIB). Wong, who works for CPG Facilities Management, the managing agent of AMKTC, was asked to go on leave following a complaint filed against him in September 2016. He was removed from his positions at the town council in November that year.

AMKTC oversees the housing estates in Ang Mo Kio GRC. Its chairman is Ang Hin Kee, and the other six members are Prime Minister Lee Hsien Loong, Gan Thiam Poh, Intan Azura Mokhtar, Koh Poh Koon, Lam Pin Min and Darryl David.
